Since the development of the construction site of the oil refinery in the village of Kochenevo, the Novosibirsk region, a high rate of development has been taken. The construction, which was commissioned by VPK-Oyl, began in the second quarter of 2006, and in the autumn of 2007 the refinery has already started commissioning and testing of equipment. In December of the same year, the company received all the permits for the operation of the refinery, and the plant began work. At the first stage, the processing volume was 50,000 tons of raw materials per year.
In October 2010, the refinery increased the processing volume of raw materials up to 200,000 tons per year. And two years later, the processing depth was increased up to 75%, and the processing volume up to 270 thousand tons per year.
In November 2014, the Company completed the implementation of a particularly significant milestone in the investment program. The refinery reached the volume of oil refining of 500 thousand tons per year. In the same year several projects were completed: the construction of a warehouse of petroleum products with a capacity of 40,000 tons, modernization of the railway overpass and power supply system.
In April 2016, the Company successfully implemented the project to increase the processing depth up to 86% (the average depth of processing in Russia is 79.2%) and to increase the production capacity up to 600 thousand tons of oil per year.
At the end of 2016 PJSC Sberbank and LLC VPK-Oyl signed an investment agreement, the purpose of which is the implementation of a large-scale project to modernize the existing production, including the construction of a bitumen production unit, diesel fuel hydrogen refining unit (for DT Euro class 4) as well as hydrogen refining and catalytic reforming of straight run gasoline.
