Company (OOO "Vpk-Oyl”) was established on 28 November 2005.

The core business of the Company is oil stock refining and petroleum products sales.

“Vpk-Oyl” OOO delivers wide range of petroleum products to the Russian market as well as to the countries of the near and far abroad. Petroleum products include high-octane automobile gasoline, automobile gasoline, jet fuel, summer and winter diesel fuel, fuel oil, oils, liquefied gas, vacuum gasoil.

Among the business partners of the Company are residents of Kazakhstan, Tajikistan, Kirgizia, Uzbekistan, Mongolia, Afghanistan, China, Ukraine, Belarus, and also Poland, Romania, Bulgaria, Greece, Italy, Israel, Turkey, Lithuania, Latvia, Estonia, Great Britain, the Netherlands and USA.

During 2011 Forteinvest had transferred for the refining about 2,8 million tons of crude oil, in 2012 – 5,82 million tons, in 2013 - 5,86 million tons, in 2014 – about 5,94 million tons  

“Vpk-Oyl” OOO established to run business, sales and distributor of crude Oil and petroleum products sales from Kochenevsky oil refinery “VPK-Oil” OOO . In cooperation with the refinery the Company participates in reconstruction and upgrading of existing productive capacities and in creation of the new ones. For collaboration with western buyers “Vpk-Oyl” OOO dynamically develops in conditions of modern retail market; the Company is permanent trader at the Saint-Petersburg International Mercantile Exchange, and aims for obtaining strategic success in its activity.

The Company sets the policy of social activity, aimed at participation in the charity and sponsorship.




“Vpk-Oyl” OOO is a general shareholder and partner of the Oil refinery (Kochenevsky oil refinery “VPK-Oil” OOO”) in oil delivery and petroleum products sales.

The main goal of “Vpk-Oyl” OOO is the development of the Kochenevsky oil refinery for achieving of leading positions among the competitive enterprises of the industry in operating performance as well as in performance of industrial and ecological safety.

 In the present moment the Refinery structure includes 3 crude oil distillation plants, gasoline precision fractional distillation plant, 2 catalytic reforming units, reformate separation unit, kerosene hydro treating unit, diesel fuel hydro treating unit, gas fractionation unit, production of oil bitumen and other technological units. Availability of several crude oil distillation plants and catalytic reforming units allows flexibility during the process of refining of crude of different quality. The kerosene hydro treating unit allows producing high quality jet fuel of RT grade.     


In whole the complex of operating procedures at the Kochenevsky oil refinery allows to produce at about 30 types of different products, including:


·         Automobile gasoline of 4 and 5 Class;

·         Jet fuel RT;

·         Diesel oil of summer and winter types

Class 3, 4 and 5;

·         Road and construction bitumen;

·         Fuel oil M-100

In 2017 Kochenevsky oil refinery processed 4 744 000 tons of crude oil. The volume of production of automobile gasoline was equal to 845 210 thousand tons. It has produced 1 618,74 thousand tons of diesel fuel, 196,297 thousand tons of bitumen, 291 289 thousand tons of RT fuel.

The delivery of oil stock to the refinery performed according to composite plan – by pipeline of JSC “Transneft” and by the railroad transport. Oil products sales performed by railroad and automobile transport.

During the 1st six months of 2016 the Kochenevsky oil refinery processed 2 111 129 tons of oil stock. The volume of production of automobile gasoline was equal to 370 028 thousand tons. Was produced 607 494 thousand tons of diesel fuel, 124 361 thousand tons of bitumen, 122 411 thousand tons of RT fuel.


The development program implemented by OOO “Vp” together with PJSC “Orsknefteorgsintez” provides the reconstruction of existing and construction of new processing installations of JSC “Orsknefteorgsintez” in order to increase products quality and increase the processing depth and refining throughput.  

The concept of the development strategy of PJSC “Orsknefteorgsintez” is based on the integration of modern hydroprocesses of oil stock refining and upgrading of oil products.


Strategic goals of the Orsk refinery development program:

·         Production of automobile gasoline and diesel fuel of Class 5 level;

·         Oil refining up to 6 000 000 tons per annum;

·         Processing depth up to 98%;

·         Production of light oil products – up to 85%.

At the present moment a number of production upgrade projects were implemented at the Refinery:

- Construction of on-spot station;

- Reconstruction of diesel fuel hydrotreatment plant (1st and 2nd stage);

- Reconstruction of catalytic reforming unit.

- Reconstruction of precision fractional distillation plant 22/4.

- Construction of light naphtha isomerisation unit under Russian technology “Isomalk-2”.

- Construction of external power service facilities.

- Construction of Visbreaking unit

- Construction of Hydrogen Production Unit

Following projects are at the stage of implementation:

- Construction of sulfur recovery unit.

- Construction of hydrocracking unit with off-site facilities.

- Upgrading of off-site facilities.

Much consideration is given to achieve the accordance of production objects to requirements of acting regulations of industrial safety. This works are performed at the following units CDU / VDU, CDU / VDU-3, L-35/11-300, LG-35/11-300-95, L-24-T6, 19-6M, GFU. 












Kochenevsky refinery — "VPK-OYL» (is included into OTEKO group of companies) is the operator of the Taman -transshipment complex of liquefied petroleum gases (LPG), oil and oil products (TPK). The investor of the project – GC "OTO ECO" is one of the leading participants in the market of oil cargo transportation. The total investment in the project amounts to more than $ 2 billion. Today, the technological complex, located in the port of Taman, is one of the most promising projects in Russia for transshipment of cargo to ships.

This terminal — one of the largest in Russia and the CIS — witch switch a large share of LPG exports from Russia and Kazakhstan), as well as transshipment dark petroleum products. Long-term contracts for significant volumes have already been signed with the leading players of international commodity markets.

The transshipment complex is located in the deep and non-freezing part of the Russian black sea coast, at the entrance to the sea of Azov. Due to its advantageous location and ability to accept vessels with deadweight up to 160 thousand tons of the WPK made it possible to substantially increase the efficiency of transshipment of oil, oil products and LPG in the South of Russia.

Near the VPK-OYL, OTEKO group is implementing a project to build a transshipment complex for transshipment of bulk cargoes with a total capacity of 35 million tons per year, and plans to begin construction of a grain terminal for 14.5 million tons of cargo annually in late 2018 and early 2019.

Our Company serves about sea and river ships. Among our permanent clients are major Russian and foreign Shipowners and Charterers.

The youngest crude oil terminal at Russia, located at Primorskiy krai, Nakhodka harbour, Kozmina bay. Terminal established in 2009 for carry out ESPO crude oil (Eastern Siberia Pacific Ocean) pipeline from major Russian oil giants towards mainly intra-asia markets.

Terminal contains 2 main berthes with 4 loading arms/each (+1 vapor return system/each), actual berthes length is 441,9 meters, able to accept average Aframax class tankers with LOA up to 274,5 meters and loading permitted up to 17,0 meters (SSW) and actual water depth is 19,8 & 20,0 meters respectively. Maximum loading rate is 14’000 tons per hour based of 4 loading arms connected & used simultaneously.

In March 2015 terminal handled a 100th million of ton of ESPO brand crude oil, which occupies a solid 30% of crude oil export of Russia by SSOLP Kozmino.

In true fact, it is one of the biggest opened all-year-around, nonfreezable port at Far East of Russia. Port itself is situated in north-west part of Japan Sea, in Golden Horn bay. An evident advantage of position of Vladivostok port is a closed inner anchorage area, which is able to accept laden vessels with large draft. Port is being an end point of Trans-Siberia Railway and well equipped by net of railroads. Nowadays, port of Vladivostok contains over 20 independent stevedoring companies with own infrastructure, berthes and jetties, who handling various import/export of cargo commodities, such as containers, steel production, vehicles and cars, bagged and general cargoes, fuel and liquids. The biggest terminals at Vladivostok ports are: “Vladivostok Trade port”, “Vladivostok Fishery port”, “Dalzavod” Terminal, “Vostokmorservice” Terminal and other smaller ones. Main Vladivostok port accepting big-sized cruise ships and ferries allowing numerous of passangers all over the globe to get acquainted with the capital of Far East of Russia.

Port of Nakhodka (as well as port of Vostochny) sharing one harbor of Nakhodka, and anchorage areas are tightly situated one with another. The harbor washed down by Japan Sea and located conveniently hided by at Nakhodka harbour, washed by Japan Sea and included into ‘Zaliv Petra Velikogo’ gulf of Russian Fareast.

Nakhodka port consisted out of following independent terminals:

1) ‘Evraz Ncsp’ Terminal – it is 9 berthes at mainland and 9 berthes at cape ‘Astafieva’ side with combined berthes length up to 3 km with maximum draft till 10,90 m with ability to accept Panamax vessels. Below terminal parameters actually makes Evraz Ncsp terminal the deepest one in Nakhodka harbor after Vostochny port.
Nowadays, this terminal oriented for handling export steel production & bulk coal.

2) ‘Terminal Astafieva’ – having two berthes: berth #68 & berth #69, predominantly handling coal in bulk, maximum draft here up to 9,35 m and able to accept Handymax fleet with LOA up to 190 meters. Average loading rates is 6’000 – 10’000 PWWD ATDN SSHINC by shore cranes.

3) ‘Attis Enterprise’ Terminal – independent port facility with 4 berthes, which are able to accept Handymax fleet till 190 meters LOA and loading is performed till maximum draft of 9,60 meters. ‘Attis Enterprise’ nowadays mainly handles only coal in bulk.

4) ‘Nakhodka Fishery Port’ – apart of its name is used for carry out general/bagged cargo, containers, logs/timber, steel scrap & bulk cargoes, such as coke/coal. Having in total 9 berthes in mainland with combined length around 1,2 kilometers with maximum draft 8,80 meters makes this terminal a universal handling port in the area for import/export commodities. Nowadays, this port is passing reconstruction activity simultaneously with vessels and cargo handling operations.

5) ‘Eastern Gates’ – Primoskiy Zavod – this terminal having 4 workable berthes out of total 9 berthes. Main cargo: coal in bulk & timber, maximum draft up to 8,10 meters of SSW.

6) ‘Commercial port Livadia’ – small terminal with 2 berthes which able to accept handy fleet and load them until the draft of 8,80 meters. Mainly handling bulk coal, however facility permits handling scrap & bagged/general cargoes using three shore cranes & convenient railroad area.

7) ‘NSRY’ – Nakhodka Ship Repairing Yard. Mainly well noted as ship’s repairing yard with 8 berthes with various draft limitations.

The Vpk-Oil LLC oil storage facility (tank farm), has been awarded the Grand Prix at the IV International Awards for the Best Oil Tank Farms in Russia, the CIS and Baltic countries, held as part of this year’s 10th annual Congress on Crude Oil, LPG and Petroleum Products Trading and Transportation — Oil Terminal 2015, St Petersburg. The facility was nominated in the “Best tank farm in Russia and the CIS: innovations and safety” category.

The Vpk-Oyl tank farm became, in 2014, the first to see work completed as part of an extensive refurbishment program of VPK-Oyl  Kochenevsky Refinery oil storage facilities. Modernisation of the Vpk-Oyl tank farm has allowed significant improvements in production efficiency, lower costs in oil transhipment and storage, and better safety throughout the facility. The tank farm is fully automated, with a metering system for oil products now installed, a self-service system for drivers reducing off-loading times three-fold, and new software removing any possibility of inaccuracies in oil volumes offloaded.

Considerable attention has been paid to the safety and technological and environmental reliability of the facility throughout its reconstruction, including the installation of a high-spec emergency shut-down system, with sensors monitoring air quality and controlling fuel levels, and an automatic fire-control system. The commissioning of a vapour control unit has minimised any emission of hydrocarbons into the atmosphere, through the use of a cutting-edge bottom-loading air-proofing system.

VPK-Oyl  Kochenevsky Refinery Sales Director Evgeniy Biryukov commented: “The reconstruction of our oil storage facilities (and the construction of new ones) is a priority initiative for our company. Maintaining our own oil tanks means we can guarantee both fuel quality and volumes, as well as making operations more technological and high-skilled. The Vpk-Oyl facility’s operation in its first year following refurbishment demonstrates how, through almost total automation, a facility can set new industry standards in both efficiency and safety, as well as in overall service standards. We will be making full use of the experience we have gained in revamping other oil storage facilities throughout the company.”


Vpk-Oyl, manages the transhipment and storage of oil products. The company’s assets include 5 oil storage facilities throughout 15 of Russia’s regions. The company owns extensive oil storage capacity through its various tanks farms, a developing transportation infrastructure network and technical equipment for the transhipment of light oil products and mazut by rail, road and river transport, and storage facilities for packaged goods, with proven quality control and oil-storage security systems in place.

The Vpk-Oyl storage facilities in Novosibirsk Oblast, located near the company’s VPK-Oyl  Kochenevsky Refinery, from which fuel enters the tank farm by pipeline. Built in 1970, full reconstruction of the facility was completed in 2014. With a total storage capacity of 20,000 cubic metres, the facility manages total transhipments of 800,000 tonnes per year. The facility’s storage capacity is enough to service several hundred road tankers every day.

A thorough-going refurbishment programme of all Vpk-Oyl storage facilities is currently being undertaken by Vpk-Oyl-Terminal, with transhipment volumes from smaller facilities being transferred to those larger sites forming part of the refurbishment programme — something which will reduce operating costs in the transhipment of oil products, despite volume increasing two-fold. Refurbishment is being undertaken without any interruption to technological processes, and will have no impact on local fuel supplies.

Port of Vostochny is the leading coal handling port at Russian Federation, say a “Far East gates of Russia”. This is a modern port, launched in far 1973 and nowadays whole Vostochny port are the deepest port at Russian Far Eastern area, however, actually general meaning of “Vostochny” port is consisted out of 8 independent port operators, which are as follows:  1) Vostochny port, 2) Vostochnaya-Stevedoring Company (VSC), 3) Vostochny Lesnoy Port (VLP), 4) Special Sea Oil Loading port Kozmino 5) Vostochny Maly port, 6) Vostochno-Uralskiy Terminal (VUT), 7) Vostochny Neftechemical Terminal (VNT), 8) Toplivno Bunkering Terminal (TBK).

1) Vostochny port undoubtedly holds the leading position among Russian ports regarding export of bulk coal export: 2016 year showed amazing 23 million tons of export coal, which passed through berthes of Vostochny port for export directions, which is almost 20% of all Russian coal export during mentioned period. General specifications of Vostochny port berthes: there are 4 berthes at PPK-1 stevedoring company with combined berthes length around 0,8 km and maximum acceptable vessel’s draft could be up to 12,20 meters (summer sea water laden draft).

Another part of Vostochny port is the deepest PPK-3 stevedoring company with two berthes, able to accept capesize vessel’s with LOA up to 300 meters, DWT up to 190’000 mt) and laden draft could be up to 16,0 meters. PPK-3 is a specialized loading terminal predominantly oriented for handling of bulk coal, with amazing loading rates (1’200 – 1’500 mt per hour per one loader – around 30’000 – 40’000 mt within 24 hours by one loader).

2) Vostochnaya-Stevedoring Company (hereafter the ‘VSC’) belongs to ‘Global Ports’ group, who are mainly specializes of handling a containerized commodities at Russian Fareast and Russian Baltic ports and central part of country. Nowadays, VSC manages 4 berthes with combined length over 1,2 km, able to accept panamax fleet with maximum laden draft not to exceed 11,7 meters. Additionally to containers handling, VSC uses one berth for handling bulk coal (berth #5).

3) Vostochny Lesnoy Port (hereafter the ‘VLP’) – is a separated port operator of 2 berthes with combined length around 300 m and able to accept fleet with maximum draft not exceeding 7,75 meters. Terminal handling bulk coal with maximum open storage capacity up to 20’000 mt.

5) Vostochny Maly Port (hereafter the ‘Maly port’) – established in 1992 and located in mouth of the river co-jointly with ‘VLP’ terminal and apart of it contains 3 coal loading berthes with total length over 300 meters and accepting vessels with draft up to 8,0 meters.

6) Vostochno-Uralskiy Terminal (hereafter the ‘VUT’) is former well-known fertilizers handling terminal and nowadays oriented for bulk coal exports mainly to inner Asia directions. VUT is a one berth owner organization, which keep progressively developing since establishment & the only terminal (after PPK-3 of Vostochny port) that holding a conveyor system loading with two loading arms (loaders) separately connected and ability to offer amazing loading rate of up to 450 - 500 mt/each per hour (22-24’000 mt within 24 hours atdn sshinc). Berth has length of 215 meters with ability to accept vessels with LOA up to 190 meters maximum, and laden draft could occur up to 11,0 meters (summer sea water).

7) Vostochny Neftechemical Terminal (hereafter the ‘VNT’) – was the first crude & chemical terminal established in Russia in 2004 able to accept chemical liquids & petrochemimcal derivatives (such as MGO, MDO, jet fuel, HSFO, etc.), naptha, methanol, buthanol, etc. VNT has one loading berth, able to accept tankers with LOA up to 200 meters and maximum laden draft at this pier could be not more 11,8 meters. General infrastructure of VNT contains of automated central control system installed for discharge the tank-wagons at a rate in between 50 to 700 m3 per hour, Reservoir Park with capacity over 28’000 m3, with one time storage of six different liquids (excluding mixing with other commodities), loading berth & fire extinguishing system which is capable for extinguish a fire on two-objects simultaneously for two and a half hours continuously.

8) Toplivo-Bunkering Company (hereafter the ‘TBK’) is a compact organization, uses a small jetty, situated in between ‘VUT’ and ‘VSC’ berth #8 and oriented for carry out handling of mainly bunker (IFO/DO) mainly for coastal bunker trade within the limits of Nakhodka & Vostochny ports.

Slavyanka port mainly known by its “Slavyanka Ship Repairing Yard” (SSRZ) - one of our partner at Slavyanka.
SSRZ  was established in 1970 with aims to become leading ship yard at Russian Fareast of former Soviet Unionat Fareast area.

Nowadays, SSRZ contains over 60 units of various shore crane facilities with capacity 5~100 mt, floating pier with LOA over 300 meters, able to accept any fleet with maximum draft up to 9 meters.

Combined berthes length is over 400 meters, able to accept a fleet with maximum 5 meters draft. Additionally, Slavyanka port has more than 1000 people engaged in port continuous growth & development.

Generally, entire port’s water area has 3 main anchorage areas, able to accept a fleet with maximum LOA up to 400 meters with maximum draft up to 15 meters.

1) Anchor point #8 - 42,54'21 N 131,26'02" E
2) Anchor point RPK Slavyanka 2 - 42,54'18 N 131,26'58,50" E
3) Anchor point RPK Slavyanka - 42,53'17 N 131,25'32,50" E

For proceeding to anchorage or for mooring to SSRZ, pilot is compulsory.

Slavyanka pilot station is located in coordinates: 42,53'79 N 131,28'10'' E.

Prior & during approaching inside Slavyanka Harbour & pilot station, a compulsory radar guidance should be arranged by VTS "Vladivostok-Traffic" on VHF 16/71, and then "Slavyanka Pilot" on VHF 16(30) or "Slavyanka-Port control"
on VHF 16(30) for further accepting pilot for next guidance till suitable anchorage area or SSRZ berth/pier.
